That seems to be the case. Bear has the money to meet federal liquidity 
standards, but once the word got out that they might not, people started
to 
run on the bank. No bank in the world can liquidate a high percentage of
its 
accountholders overnight. So, the Fed steps in and "guarantees" liquidity,

the accountholders leave their money in place, and the Fed gets to lend no

money into risk.

But, Bear ends up getting bought by JP Morgan, I suspect.
