I suspect there are quite a few people just waiting around for a 
"bottom" to happen.  I mean after all, there usually is no big rush to 
have to buy a home when it is a buyer's market.  But things could change 
quickly to the upside.  Maybe the housing markets need to have downside 
and upside circuit breakers like the stock market now does.  ;-)  But 
you would probably have to shut down the real estate agents and mortgage 
brokers probably for a week at a time.
