Revamping Antitrust law versus Bush's dividend tax repeal

We must give Bush Jr credit for innovation in economics policy.
Something
new with a repeal of dividend taxation. Only, I am hearing in the news
now
that it is not a simple straightforward repeal but rather instead a
goofy and
complex exercise. If it is a complex exercise, it probably will not work
and will
not help the economy.

I have offered a solution for the Republicans that will lift the economy
out of
Recession and will not cost taxpayers anything, nor will it add onto the
red ink
of government deficits. My new law is simply this:

New Antitrust Law: allow almost any company to buyout any other company
in times of Recession. For this increases investment capital. And it
sends a
signal to all areas of the economy that if the big fish are investing
then the
little fish should invest. And, during Boom or Expansion times, have the

Antitrust department breakup the hugest companies as too monopolistic.
For example, Microsoft and Cisco and perhaps even GE would have been
broken apart during the 1990s decade and would have staved off the
Bubble
of the 1990s.

So, my new law fixes the economy as of 2003 and would not need the time
delay of a Congress hemming and hawing. My new law would not gush red
ink at the federal coffers. And, my new law would put the economy back
on
track for growth and stabilize the StockMarket.

Bush's new law of dividend repeal will not entice the biggest investors
(the
big fish) into investing in the stockmarket. But my new law would
encourage
the big companies to invest by buying out others. GE would buyout
Honeywell
with no strife. Pfizer can buyout Pharmacia with no strife. Merck can
buyout
Schering Plough with no strife. Even Microsoft can buyout whomever they
want and can afford with no strife. The caveat is that in Boom times,
the government will be breaking apart those hugest of companies.

My plan is quick fast and effective. Bush's dividend repeal is slow,
untested,
untried, complex and wieldy and ineffective because it leaves the
companies
with no real incentive to buyout other companies (investing).
