Some land must be improved before the rent can be collected from
users, other land need not.

Sometimes the pre-existing land resource that was not produced by
labor needs such management to be productive, but usually not.

illiterate, and _you_ are the one who is dropping the context -- like
studiously omitting the crucial fact that the Dutch could _only_ dry
out the pre-existing, not-made-by-labor land where the sea covering it
was _already_ very shallow.
