If you drain a swamp, you have made an improvement to the land.   The
location is
still land.   The stuff under the improvements is still land.   What you
have is
improvements + land.   If a drained field has more market value than an
adjacent
field that is still swampy, the difference is your improvement.   If local
taxes are
levied on unimproved value only, your taxes will not go up because you
drained the
swamp.   If the local tax *****sor tries to bump your taxes you challenge
him at a
hearing and present your evidence.  Since your neighbor's *****sments are
public
record, you will win your challenge.

The only way to keep unimproved value *****sments accurate is to record
them on a
rent map.   Rent contours rise and fall like sand dunes.   According to
rent theory
no single site can spike up in value.  Permanent changes to the land that
require no
maintenance will eventually be included in unimproved value.  That's Okay.
 Applying
rent theory using a rent map means that permanent changes won't show up as
location
value until an entire area is changed.
