Alan Greenspan's careless errors

Friends,

I noticed this sentence on p. 446 of Alan Greenspan's book: "By
comparison, oil use in the developing world is too often wasteful by
comparison".  Obviously the man has poor attention to detail.  Was he
this sloppy while he was still chairman, or is he merely going senile?
