I don't expect much from the Heritage Foundation, but this one was truly 
desparate. Noting that the economy did well after the Clinton tax hike,
they 
say correlation does not imply causality. Then they start to compare
growth 
after the tax hike and the later tax cut, and then say that correlation
DOES 
imply causality.

Truth is, taxes have no apparent effect. The business cycle is all
monetary 
policy and bubbles. Which is OK by me so long as the growth periods
stongly 
outweigh the sluggish periods.
