It would be interesting to know when Churchill said that, because in
his younger years, at least, he was well aware that a nation can tax
itself into prosperity by recovering land rent for public purposes and
leaving productive economic activity untaxed. Ancient Egypt and Rome
both did it. Japan did it in the Meiji Era, India did it under Akbar
the Great, and China did it under Kang Xi. Turgot did it for the
French province of Limoges. The California water districts did it in
the late 19th and early 20th C. Pittsburgh did it.
Any country that wants to be prosperous can do the same.
